SPRING BUDGETING 2010-2011 (The deadline has passed)


By completing a Spring Budgeting application, you are requesting that the ASUC Senate include a line item for your student organization in the next academic year's budget. This approach is more likely to result in a greater amount of funding than a senate bill.

In order to receive ASUC sponsorship, your student group must be registered with UC Berkeley. For more information, visit Campus Life & Leadership. Make sure your Constitution meets the requirements outlined in CLL's Constitution Guidelines.

  1. Register with Campus Life & Leadership to become an official organization on campus.
  2. Request sponsorship directly from the ASUC Senate Contingency Fund. Process Synopsis.
  3. Apply for an ASUC Grant.
  4. Apply in the Annual ASUC Spring Budgeting Process (will open March 1, 2010)
  5. The University administers the Student Opportunity Fund for major student-initiated projects and initiatives.

Your sponsorship only lasts for one year. You must re-apply in the Annual Spring Budgeting Process otherwise your sponsorship shall be terminated in the following fiscal year.

FOR CURRENT ASUC-SPONSORED GROUP
*Please maximize your fundraising efforts through ASUC Grants, the Student Opportunity Fund, and other non-ASUC sources before considering using ASUC Senate Contingency Fund.

  1. Apply for an ASUC Grant.
  2. Request funding directly from the ASUC Senate Contingency Fund for a project, event that was not funded by the Annual Spring Budgeting Process. Process Synopsis.
  3. Be sure to re-apply in the Annual ASUC Spring Budgeting Process (will open March 1, 2010)
  4. The University administers the Student Opportunity Fund for major student-initiated projects and initiatives.

GREEK ORGANIZATIONS

For chapters belonging to Inter-Fraternity Council, Panhellenic Council, National Pan-Hellenic Council, or Multi-Cultural Greek Council. If you are planning events that focus on: community service and philanthropy; scholarship and educational enhancement; leadership development; professional and career development; and/or health and safety, including alcohol education.

Senate Bill Process

This requires an ASUC Senator to sponsor an ASUC Senate bill on your behalf. The elected official will probably author or help you author the bill.

  1. View a list of Senators. Download a Roster for your reference.
  2. If you have a hard time deciding which Senator(s) to approach, the Executive VP chairs the Senate and can help you find a Senator. Email the EVP your specific needs.
  3. Once you find Senator(s), a bill must be authored and submitted.

A typical student group funding bill includes:

  1. Information about the group (name, mission, when established, is ASUC-sponsored?, type of group (SAG, PUB, SISG), etc.)
  2. If the group has received Spring Budget money for program. If so, how much?
  3. Line item budget of anticipated expenses (click here for example budget).
  4. Requested amount of funding. All student groups must request from the Senate Contingency Fund. Greek organizations can only receive funding through the Greek Opportunity Fund. If it's to make an event accessible, request from Disabled Students Accommodation Fund (DSAF).

TIMELINE

  1. Week 1: Discussion with Senator(s) and authoring of bill. Senator(s) must decide which account(s) will be used.
  2. Week 2: Senator(s) submit bill by Tuesday 9:00 AM
  3. Week 3: Finance Committee deliberates the bill on the following Monday 9:00 pm in Senate Chambers, 1st Floor Eshleman.
    **Student group leader(s) should attend this meeting to present the case.
  4. Week 3: Senate approves bill the same Wednesday.
  5. Week 3-4: ASUC Office of Student Affairs (4th Floor Eshleman) processes transaction. The funds will be transferred to the Programs and Events line item of your student group's ASUC account.*
  6. Week 4-5: You MUST see your Office of Student Affairs Adviser in order to access the money.** To find contact information for your advisor, please go to http://asuc.berkeley.edu/osa/.

    *There may be delays in processing senate bill transfers near the end of every semester.
    **If your group is new, you must sign up for a budget training workshop in order to access the money.

FAQs

  • What are SAG, SISG, PUBs?
    These are ASUC classifications for student groups. The category of a group affects finance rules. Read below
    SAG = Student Activity Group (most groups fall into this category)
    SISG = Student-initiated Service Group
    PUB = Publication group
  • What criteria are my groups being evaluated upon?
    Including but not limited to: effort to seek outside funding, number of members, scope of influence, level of activity, longevity, precedence of funding, growth potential. 
  • What are the benefits of being ASUC-sponsored?
    Group may use the ASUC name & logo, Group may apply for funding from Senate Contingency Fund, Group may apply for Space in Eshleman Hall, Group may apply for Facility Use Waiver for MLK Union Rooms (eg. Pauley Ball Room), join a vast network of 300+ large, active student organizations.
  • What are the requirements of being ASUC-sponsored?
    - Group must display words "Sponsored by ASUC" on all flyers and publicity materials.
    - Group must indicate wheelchair accessibility at events described by advertising
    - Group must display a link on homepage to ASUC Website (www.asuc.org)
  • What is the maximum ammount my group can receive from Senate Contingency or Greek Opportunity Funds?
    $1500
  • How long does my group have to spend the money I receive?
    No more than 1 month after the date of the event or date of passage of the bill, whichever is later. If money is not spent, it will be transferred back into the respective funds.
  • Can my group be funded retroactively from the Contingency or Greek Opportunity Fund?
    No
  • What are the spending restrictions?
    - No reimbursements for food and beverages, in general. For more detail, read below.
    - No reimbursements for registration fees for Intramural teams
    - No reimbursements for advertising materials without "ASUC-Sponsored" on it.
    - No reimbursements for advertising materials without "wheelchair accessibility"
    - No reimbursements for travel outside the Bay Area, defined by 9 counties: 1) Alameda, 2) San Francisco, 3) San Mateo, 4) Santa Clara, 5) Salano, 6) Sonoma, 7) Marin, 8) Napa, 9) Contra Costa
    - No reimbursements for any costs related to local events that fall outside the geographical boundaries of Ashby to the south, MLK to the west, and Cedar to the north
    - No reimbursements for costs not related to the mission of the student organization (eg. prizes & gifts)
    - No reimbursements for alcoholic beverages or illegal substances
    - No reimbursements for off-campus political activities
  • What amount can my group spend on food & beverages, considering my group can get a waiver approved?
    - No more than 25% of current ASUC funding for 1st year group
    - No more than 20% of current ASUC funding for 2nd year group
    - No more than 15% of current ASUC funding for 3rd year group
    - No more than 10% of current ASUC funding for 4th year group
    - All ASUC-sponsored events are limited to 10% of current ASUC funding for food and beverages
  • Student Activity Groups (SAG) are eligible for what amounts?
    - Up to $200 in 1st year
    - Up to $400 in 2nd year
    - Up to $600 in 3rd year
    - At the discretion of the Senate from 4th year on
    - Groups that fail to receive funding 2 years in a row from the ASUC will revert back to 1st year status
  • Publication Groups (PUBs) are eligible for what amounts?
    - Up to $700 in 1st year
    - Up to $900 in 2nd year
    - Up to $1100 in 3rd year
    - At the discretion of the Senate from 4th year on
    - Groups that fail to receive funding 2 years in a row from the ASUC will revert back to 1st year status
  • Student-Initiated Service Groups (SISGs) are eligible for what amounts?
    At discretion of the senate as the nature of SISG groups generally require more funding and less scrutiny.
